Although the fines imposed are not very large, it is a problem in football because most teams are unable to implement Financial Fair Play rules. Spending more than a club earns is a Financial Fair Play violation but some teams may be able to get away with it. Manchester City and PSG may still be under investigation but looking at these two teams I am sure they will get away with it and I agree with you because money has almost ruined modern football because sometimes clubs buy players for quite fantastic prices.
No doubt recently things are having too many changes due to this Financial fair Play is also hurt badly, but UEFA is using double standard for this which is hurting many clubs which are not able to spend like clubs which are having rich owners and doing things just because of money.

Manchester City and PSG are big conspiracies, but small fins always put on them which never have any positive impact on clubs which are doing this even sometime few cases takes too much time which are also had no positive impact and relative clubs took advantage of this and enjoy luxurious which are they doing. Few clubs are facing consequences due to their irregularities in shape of huge debits which are hurting them badly even few are on brink of bankruptcy but no action which is creating serious chaos for many clubs.
