I really also wonder how the plan on pulling this off. I have also seen from somewhere that they are interested in signing Dumfries. For a club that failed to sign Nico Williams not so long ago because of certain financial complications, I do see them land on either of the two unless they are going to take some drastic measure with the current squad.

When you think back about all those talks regarding Barcelona's financial situation, in many of those cases they found a solution in the end. The talk was always there, how Barcelona would now finally go bankrupt and how they won't be able to pay that fee to register a player, but then suddenly money came from somewhere, some rights to one of their assets were sold, and the liquidity was there again to solve the financial problems.

I never understood whether Barcelona is broke or not. I have been reading that they are done for 15 years now. Nothing ever happened, top players were given top contracts and then the discussion came up again season after season.

There is still some wiggle room for them and I think if they had to, they could still get rid of some players if in exchange for that they see the chance to improve the team.
