No one can predict what will happen next season. However, I believe Liverpool might be affected if they don't get a good striker to replace Jota. City has bought three new players to add to the squad. That shows that they're ready for next season. Arsenal will also be the runner up club, because they lack a good center forward.
Buying new players does not make City any ready for the new season, I only shows they are consciously making preparations for the new season, they will need more than buying of this new player to show that readiness and do not forget that you can have all the players and still not be as ready and may even still be behind other teams when the season eventually starts. Liverpool needs that replacement els they will have to make a substitution using the alternative or making one of their attackers a false striker.
Bringing in new players does not guarantee that next season a team's performance will immediately improve, but what must be realized is that it is a step that must be taken for other possibilities, the top Premier League teams have prepared to improve their strength to cover next season and of course no one knows for sure what will happen but at least there will be changes that occur when a team makes changes.
