I may be wrong, but because the Saudis are making very high offers, the player market has started to increase the prices of players when they realize that a Saudi club is interested in that player. For example, if a team has player X who costs 30 million dollars, all it takes is for a Saudi team to make an offer of 60 million dollars for the team that has player X to increase the price to 70 million, so any team in Europe that wants player X will have to negotiate that high amount. This is putting players who are not even worth a high price as if they deserve that high value.

This is the new trend in the football transfer market right now, the influx of the Saudi's investment in football is already causing distortion in the transfer market at some point because this makes these clubs think their player in quote worth more, and they may be selling their player below his actual market value which makes them to reevaluate the player's valuation, whereas the Saudis put up these prices on these players because the wants to try to entice them to come without considering their real market value.
It's so annoying when I see certain fixed price value for some players that are not befitting of the fees value  given as total package for his transfer. I don't know if this trend can be regulated because on the other hand I don't blame the Saudi league teams for such outrageous offers they give, they needs this players to bring in some attraction into their league and they are more than ready to pay whatever it takes, such an amount that clubs in popular Europeans leagues won't agree to pay.
