The government can ban gambling but they cannot stop every gambler from gambling. People will still gamble online with VPN and no one will know that they're gambling. Some gamblers can also gamble offline secretly without being caught.

I feel that as long as it's not an Islamic country that gambling is against their religion, government should be strict with their regulations and fine should be paid by any violator. This is because taxes frompaid by casinos will be beneficial to the government and if gambling is banned, no more taxesrevenue from casinosgambling.
