For the luck-based gambling games, surely it is all about the luck. Roulette, lotteries, and dice are some of the gambling games that purely rely on the luck. Meanwhile betting, it still needs ability in analyzing the potential team to win the match. Even if the result sometimes can be unpredictable, mostly it is a bit predictable by analyzing some matters. It is not purely unpredictable as roulette, lotteries, and dice. Moreover if we compare with poker or blackjack, this requires certain skills. So, it is not purely luck but ability or skills also has the role to determine the winning chance.

You're right. We can't generalize it. Some gambling games don't solely rely on the luck. Poker, blackjack, or betting requires skills/ability. There is no way that someone can win them if there is no skills/ability at all.
