Listing on CEX is not a feature. You just need to pay money and you can get listed anywhere, they don't care if the project is serious or it is a joke. If a project is quickly listed on many CEX but it does not have super high volume, that usually indicates that the team has made money in previous projects or even scammed in previous projects and is now trying to do it again. Who else would spend hundreds of thousands of dollars to list on many exchanges so fast?

I don't know if it's on every exchange, but most exchanges have listing requirements; if you don't meet them, they don't get your project listed. Aside from the money that's going to be paid as a listing fee, that's why you see some coins only listed on some exchanges and get rejected by others. Some project owners who have a history of scamming in the past don't usually make use of centralized exchanges; they go to DEX, where it will be easier for them.
