Yep that's true, providers only gives API access to gambling sites. Is it true? I didn't know that gambling sites would be able to filter out matches they only want but wouldn't that limit their profit if they've decided to filter out some matches? That might seems true since there are some sites that offers some big leagues and smaller leagues market on where I live and some sites only offer those big leagues, it's true that there's indeed a big potential for the online casinos in India and in some South Asian and SEA countries.

I hope wolfbet realize that there's potential market and list more matches since it doesn't cost anything more than what it is, for example IPL is the second biggest league of all sports if I am not wrong and many haven't realized it until recently so they are pushing harder to reach the users. And a couple of them are making success in it due to agressive market by targetting the specified audience.
