Crime is a crime regardless of how you see it, for the fact that you find yourself in a bad economic situation, that shouldn't drive you to commit crime. The young man that defrauded the U.S government has no excuse, he did it with clear intention. So the justification to which comes with the fact that oh because his from a country that has bad leadership then he should go and commit crime does not count for me, is he the only one that is being affected by bad government, why did he choose crime as a means of survival?.

when we failed the system pushes us into brilliant mindset to dark corner while fraud can never be justified, we also can't ignore the deeper root causes, unemployment neglect people and hopelessness both the Government and these scammers are part of the same broken angle, Government created hardship and other react it wrongly until there is changes we will keep on seeing headlines like this every day
