If you admit that scams and crimes existed before bitcoin and if fiat/cash usage is easy to track. Why did the government always fail to stop scams and crimes before bitcoin came along? Even without mixers and bitcoins, scams will never go away. They will find other ways because this is human behavior, it is very difficult to completely prevent.

Is there any evidence that the North Korean economy is being improved by cryptocurrency or that nuclear weapons programs are being funded through cryptocurrency hacks?

Bitcoin, fiat money...They're all poison and it depends on what kind of poison you choose.
