> Provide skills acquisitions programmes and avenues of adequate job opportunities, because a lot of young people trooping into gambling are doing so as a result of a lack of sustainable means of income which makes them to see gambling is the all embracing means to make money.

But people gamble more when they have more money. So I don't really think it's lack of sustainable means of income that make people to gamble. A gambler is a gambler wether the person has a means of sustainable income or not. Someone who gamble $5 when such person doesn't have a means of sustainable income will gamble with $20 or more when they have means of sustainable income. Am not saying the government shouldn't provide skills and job opportunities for their citizens, but I just want to correct the impression that lack of jobs or means of income is what fuels gambling addiction.
How many rich guys with money do see gambling as much as the numerous poor we have on the streets and within our communities? If you have more money what really comes to mind immediately is how to invest such money into lucrative assets with potentials for ROI. Gambling is the least in mind, that's if you'll even have the time to spend to gamble. But when you're without some regular paying income or one with very insufficient amount, it makes it easier to see gambling as another means to raise a few bucks.
There is more than the eyes can see my friend. That you don't see the rich folks on the gambling shops in the streets doesn't mean they don't gamble hard. Do you think the casino and betting shops are open for the poor guy? The casino and betting companies are sustained by the rich gamblers if you don't know. The rich gamblers don't need to come out in the street and gamble. They go to the rich neighbourhoods and gamble in exclusive casinos and betting shops where poor gamblers can't come in. Better still they gamble online when they can't make it to physical casinos. That someone is gambling doesn't mean they can't invest. Take it from me that you gamble more when you have more money.
If there's something that being prohibited then there's always those people who would be finding out other way for them to deal up with gambling and just like been said that if they cant be able to do it on physical then they would be that doing it online. It might that totally that different experience in compare with physical but in the sense that its still that gambling then it wont be that an issue. Come to think that when dealing up with gambling online then if its prohibited or banned into your country then you can always make use of VPN then you're good to go, but make it sure that you wont be that getting caught because once you do then you do know on what are the consequences because if its being that prohibited then as a citizen then you would be needing up to follow or else then that would be having such possibilities of facing up some charges.
