You can actually see the list of the world's richest people on this site: https://www.forbes.com/real-time-billionaires/#7ef2ccc73d78 , where it states that Elon Musk is the 12th richest person in the world is Bill Gates. So, if you say he's in 12th place the richest person in the world, that's either a bit misleading or the source you're using is outdatedinaccurate.

If it were an institution/government, it might be possible, as they have more resources. However, if it were an individual, I don't think anyone could hold more Bitcoin than Satoshi, since individuals have limited resources and would prefer to diversify their assets and not invest them all in Bitcoin.
