Some developers do this. They create a casino, build it up as much as they can and try to leverage on their amount of visitors to sell it to someone that can upscale it with proper investments. I assume most of the trades happen internally for reputation reasons, players may avoid a casino that has just recently been traded and old players will expect it to not run as it has.
Their valuation is also ridiculous, looks like they just pulled a number out of thin air and chose to go with it. They will need to work a whole lot more on the product before they can get a reasonable offer.

There are dozens of turnkey solutions companies out there. Why would an investor buy a random casino script when dozens of reputable companies sell pre-made casino software? I understand these companies are expensive, but you cannot run a business without a serious investment. If an investor goes for a thousand-dollar script or a few thousand dollars, they will have to spend a few hundred thousand dollars to fix bugs and develop new features.
As for Alpha Casino, this type of script is available online, and you can buy it pretty easily without spending much. I am not going to mention any seller's name, but I know that you can buy the same script for way less.
