Bitcoin is not tied for a particular set of people, everyone is meant to have access to this digital currency, which is part of what makes it a decentralized currency, so that we don't tied it used to a particular country as well or people, bitcoin was made for the people to serve as an alternative digital currency, which privacy was part of it's important factors to consider together with security in using it's network, anyone can have access to bitcoin without going through regulations.
