I can't say anything else but I can say that just banning gambling is not a guarantee that people will be stopped from gambling.
Rather, if I say that gambling is banned in my country, I can still gamble. However, this is normal, even though gambling is banned in my country, even underage school children here gamble in online casinos. So I think just gambling is not enough.
