if my PayPal account has 10,000 usd worth of BTC I am sure that would be counted on the list of 50 million Americans

you can.
ever since I was frozen out of coinbase .
I put cash from my bank account into PayPal .
So lets say 1-2 coins in my wallets
and 0.11 btc in paypal
and some in kraken.
having that btc in PayPal allows my the ability to cash if I want.
I can also directly pull btc or deposit btc into PayPal.
but I do not want that.
