I think that there are their own dark schemes to bypass blocking, and so on. Even if there was a large fine for the work of an illegal casino, there would be ways to "agree". I even assume that the work of such illegal casinos can take place under the touch of politicians, and they receive good kickbacks, or are co-owners of such casinos themselves, and only those who did not agree or compete with their own casinos are banned.
