In a country where the citizens, especially the active Labour force struggle for survival due to lack of employment opportunities, lack of basic amenities and little or no incentives or credit facilities to motivate and encourage young entrepreneurs and business people, a good number of the citizens will gamble for money whether the government supports them or not with some good gambling regulations.

One thing about these governments that don't support their citizens economically is that no matter the hardship, they will legalise gambling so they can generate revenue from these gambling platforms. Apart from that, there is nothing much they do again. Corruption is just the norm over there. Sadly, quite alot of poor gamblers are addicted, yet nothing is done about it.
Even the working labour force are sometimes under paid so in oder for them to be able to make ends meet, they result to gambling to see if they can make some extra cash from it only to end up loosing out at the end of it all.  These government generates money from taxing the casino and even the gamblers sometimes so they just have e to provide them with that level of security which will encourage tham to gamble and in turn increases the government tax return on the casino
