This is because the calamity victims lacks support from the government; they need to feed their family, and their shops and factories are still closed, so they are forced to do these things.

My city is under a state of calamity, but since it has a good revenue, it can continue to provide relief goods.
If the government cannot provide shelter or a good evacuation center, and enough relief goods, people resort to stealing.
