After experiencing both types, i'd rather pay my withdrawal fees within the recommended amount rather than receive. But if i'm a casino owner, i'd prefer the free one fromoption, given that I could compensate through other means (house edge, promos, betting minimums, etc.) to get more out of the casinos because there's always players.

I'm not sure how can withdrawal fee. One example was already pointed out paid by the posts abovecasino can be abused, which was increasing the minimum withdrawal amount. Even if theywould you mind to tell a bit more about what you are freetalking about?
Are you referring to money laundering attempts where players make a deposit then try to withdraw it straight away without playing?
