I think that CAF has been a major problem when it comes to indiscipline in African football especially when it comes to things like this and these North Africans are good in doing it there are things that you don't need any complaints from any body to take action because it's too obvious and the whole world was watching the shameful act , these north Africans always deploy one antics or the other to frustrates their opponents especially in the CAF champions League like delaying the opposing team and falling to the ground when they are leading in a game delaying time and most times the referees fails into these things by giving cards to opposing players
If CAF will boldly say they are not aware of this very act then they are not as active as we expect them to be because how can this very incident be happening on the last day of the competition and they are not aware, this is not the first time Morocco fans are doing this to the Falcons. They know they can't beat Nigeria so distracting the players is the only way, the tension of the stadium is enough to make the players be distracted. The punishment shouldn't be only to pay a fine, like you said they should play without their supporters plus a fine, if the so called CAF president don't take any action now it will happen again.
Every established organisation have rules that must be followed. CAF has a disciplinary arm that acts like a law court. For the law to take its course there must always be a plaintiff and defendant. CAF needs evidence from the Nigerian team to establish that a wrong was done. If there is nobody to testify that these laser lights affected their performance negatively, then there is no case. In this situation, I don't blame the organisers.
