As long as you don't freeze the user's funds and, in the worst-case scenario, return funds to the user, there is no problem.

Yes, we saw this happen recently with a friend of ours here on the forum (with another company, of course), but according to CCECash's terms, if the user is asked to do KYC and they refuse, they can request a refund via support/email.
