As for whether they are buying, it could be, but we have no official statement on the matter. So until they come out and make a public statement, we can't take it for granted.
According to the article from the link you posted, it was also stated that the number of bitcoins held by the US Marshall

All the 200,000 seized bitcoin might not be in control of one agency, just as it has been stated in the article; only the number under US Marshals custody is what the article is certain about.

But going back to this article posted on bitbo last year, 2024, all the addresses listed there and how the seizure was done still hold the stated amount, as can be confirmed on blockchain transaction history.

The 6,258 Bitcoins in El Salvador's Bitcoin Strategic Reserve alone are constantly updated as one Bitcoin is added to El Salvador's Bitcoin Strategic Reserve every day.
There is already a speculating rumor about El Salvador's daily accumulation. If it still continues after the IMF loan agreement, the recent report posted by the IMF said El Salvador has paused their daily 1 bitcoin accumulation, which is not in line with what El Salvador reports.
