Though, the international criminal court has become rather a simbolic international body, their warrants against people in positions of power seem never to be effective. If I recall correctly, they had also issued an arrest warrant against Russian president Vladimir Putin and Putin has himself traveled to countries where the warrant was supposed drop be carried out, but local governments did not dare wto arrest him. it is about the same with Netanyahu.
