Jashari brings something similar to what Luka Modric and the recently Tijjani who left for Manchester City. But then, still young and with enough room for growth,  I believe he will learn from Luka Modric alot. The idea of a youngin by the side of a legend brings both experience, intensity and strength in the midfield. Max Allegri has added solid firepower in his midfield. I'm certain thriving wouldn't be an issue. They will make the Seria A competitive.

Stats can be similar and promising but from good potential to actual growth on a right track and come nearly to level of Modric are very different. Jashari is very promising to be a good attacking midfielder for AC Milan but he will be like all other young players with uncertain growth and some succeed, some others fail under high expectation and huge pressure.

In addition, having chances of playing together with Luka Modric and learn from this legendary midfielder can help Jashari career a lot. He also can learn from Modric through training sessions, and this is good free guide for him at a big club like AC Milan. Both AC Milan and Jashari actually hope that Modric will contribute a lot for the club not only in matches with his performances but also in training and his professionalism in order to motivate other players like Jashari.

You perfectly summarized Napoli needs and what they can do to succeed. Improving squad is great start but real key is consistency and always making it to Champions League which brings in money and attracts better players. As you mentioned it will take time for new players to fit in and for team to find its rhythm but if they can do that and stay focused on their long term plan this could be very successful season for them leading to even better results in future.
Napoli don't have perfect squad and they truly need a lot of improvement but they can not improve all existing weakness. Napoli can continue competing well for Scudetto with quite good chance of defending their crown, while it is very oppositely difficult in Champions League. They don't have too good and deep squad for playing in both Serie A and Champions League while competitiveness in Champions League is much higher. Focusing too much resources on UEFA Champions League can in turn affect Napoli performances in Serie A in possibly negative way.
