Zimbabwe should play more against teams such as Nepal and Netherlands (and my guess is that they will struggle in these matches as well), but ZC doesn't want to do that. They only want to play against tier-1 test nations such as India and New Zealand. And the ICC doesn't really care about this mess.

The attraction that the audience has for watching Test matches after watching all these Test matches will be lost in the future. If such a Tier 1 team is played against a Tier 3 team in the future, then the cricket audience will not go to watch any match. So ICC should schedule Test matches among all the teams that people are interested in watching Test matches. If ICC schedules Test matches among such disparate teams, then at some point cricket fans will lose interest in Test matches.
