DT1 is added manually by Theymos. He selected the DT1 members from DT2.
DT1 members can added people. Anyone added will automatically become DT2.
Theymos will remove inactive people from DT1, but he can not remove inactive people from DT2 because they are automatically added by DT1 members.
But as many years passes and no DT1 added them because Theymos removed those DT1 that added the DT2, or in a way that the DT1 later become DT2 and no one added him to DT2 anymore, the person will finally be removed from DT one day
With time, they will all be removed but it can take many years
or decades until theymos will removed DT1 before something like this
canwill happen.
But the way DT2 is, your request can not be accepted. Not the admin that added them but DT1 added them.
