You are absolutely correct, waiting for the Dip is just like someone who finish the little food he had even when he is not hungry hoping that manner will fall from heaven the next day, and this situation two things are involve and one thing is that if the manners fall from heaven then this person will feed well but if it doesn't this person will go hungry. Remember the possibility that this manner will fall is not certain so bouncing back to investor who are hoping for Dip before they will invest, they are really wasting there time because there is no guarantee of this Dip and so the best thing to do is to keep buying little by little regularly and also be preparing for the Dip.

Dude you are mistaken the function of discretionary funds to reserve funds, the discretionary funds is where an investor will dip hand and front load when there is dip and not reserve funds, reserve funds are used for human needs and wants not for investment so don't get it twisted.
