Your government are indeed showing good concern and I can assure you that these measures will minimise the impact of gambling addiction to a great degree. There will not a way of completely eliminating it, but efforts can be made to reduce it and these guidelines are practical and measurable approach, far better than outright ban on gambling. I wish my country can adopt something like this, but unfortunately,  I live in a country where no one care what you do with your money, if you like gamble it all away, you are entirely on your own.
