Oddsmakers (like Sportradar) get their data from sports leagues, and those leagues get paid for it. The oddsmaker then supplies the data to the sportsbooks and gets paid by them.

As I understand his statement, he meant that odds provider the one that making odds and giving data to sportsbook which offer to consumers for betting is already paying money to the league.
Drop the odds provider from the equation; it's irrelevant!
The leagues sell data to data providers, not oddmakers. Genius Sports, Statscore are data providers!
Genius Sports, which owns the PL rights, is a data provider and
not an odd provider; they sell that to Skybet and Bet365, who both have their own sportbook, and they create their own odds.
