Casinos don't have detectives and don't have machines that detect gambling addicts, nor do governments have machines that detect gambling addicts, so how do you expect casinos to prevent people who are addicted or have gambling problems from using the casino without people who have these illnesses reporting it to the casinos? Because I highly doubt that 1,000 people addicted to gambling and playing at a given casino would tell the casino that they are addicted.
Probably only 10 or at most 50 people would have the courage to tell the casino that they are addicted. Many people don't even know they are addicted and continue to play normally.
