But of course, this is Dortmund… so I’ll believe it when the transfer window closes without them shipping someone off for €80M.

I don't think that this is the situation it seems that clubs are not looking the side of Guirassy if not Dortmund would have sold him if actually clubs were interested in signing the player with the right offer as far as I know Dortmund is a talent factory that other clubs come and get what they want Dortmund is only interested in making money from players sale and not trophies

I do get your point but there is something you must know that it isn't just about interest. It is all about timing and the nature of the deal that is being offered, this thing that are really vital and should be put into consideration before saying that club isn't looking at the side of Guirassy. Dortmund may still be considering as one of the key players that will help the team this season, while waiting for a good deal or offer. I believe this is not the first time they are doing this, so once they get good offer they will definitely seal deal.
