Sometimes, it isn't always about the money but it depends on the availability of players on the market and their interest. Al Nassr may try to sign more defenders, unfortunately not many top right backs or left backs have the intention to leave their current teams. In this condition, Al Nassr has no chance to sign them. Well, I see the quality of local players isn't quite convincing, especially for the defenders. The challenge is, there is a limit of maximum foreign players in Saudi teams.
Yes, i completely agree with the fact that money always has two aspects one is money is the solution to every problem and the other is while having money not being able to solve the problems. Al-Nassr has no financial issues at all in fact the Saudi pro league has no such issues. But there are a number of players  who prioritise their first career on the money and they are not willing to play in the Saudi pro league. And they are comfortable in their current teams. So, in this situation money is unable to help the Al-Nassr . Many European players are playing in the Saudi pro league but the number of players is not to the fullest extent. The players are either very  talented and experienced and either in the way of . In future or with every passing day players are giving attention to this league but it will still take some time to fully develop.
