$1 for a good review, $10 for a bad review
So, a bad review, which can ruin someone's business, is worth more than a positive review that should praise a service.
He charges $5 from a client for a positive review, keeps $4 himself, and gives you $1 for the review. He then charges $20 to a competitor of the same client, and then keeps $10 himself and gives you $10 to write a bad review for the same client.

Is that annecdotal or did you engage with him to find out?
Just curious.
