For Enzo's strategy to work without Palmer in this game against West Ham, he will even repeat it again when Palmer is fit again. Foden's career has taken a downturn since winning the PFA, and he has completely disappeared from Palmer and Saka conversations, thanks to Pep. He must move to try to save his career if he still has any ambition left. He can't go to the World Cup sitting in the bench.
This is sentimental choice, there's nothing tactical about leaving someone like Foden on the bench always.
