I don't think turning it on have anything to do with tracking and privacy. if you want privacy, depending on what aspect of privacy though, all you need is taking care of how you connect to the outer world(most especially internet) .
when it comes to tracking, you can only make it hard to do by getting a burner phone and sim to make calls and contact people [you could use it to get privacy too, burner laptops are no exception ] but that depends on who you're contacting as it could give up a tip and depending on timing , your location can still be traced..There's just alot about it but as long you're not running from something/someone you shouldn't worry about it that much just take the normal measures yo achieving privacy and you will be fine.
