Reach that number as how?,
The 21 million is capped, which means, it is fixed. Everything is definitely going to go into circulation through the process of mining AFAIK, and the whole process will be completed in 2140 as per calculation. Not sure if there will be any changes to the protocol either.

21 million is the cap value as of now... Nothing has changed, except the reduction in block reward, which is part of the whole process.
Of course, more than 1 million might end up as burnt coin for so many reasons, but the value still remains at 21 million cap.
I hope I didn't misunderstood the question.
