Antony has indeed expressed his desire to play for Real Betis permanently, but selling him at a low price would be detrimental to Manchester United, so they won't let him go.
This should be the case so Antony has the opportunity to continue his career at Real Betis, rather than staying at Manchester United without playing time.

Betis needs to come in agreement with Manchester United for the purchase of Anthony with a reasonable amount that will benefit both parties. United have not accepted to sell Anthony to Betis because they want to sell him for €32.52m and that amount is on the high side for Betis who is not a big club with large financial strength. However, Betis needs to try their best to see how they can permanently sign Anthony because he is a very important player for them.
