A region of the west sahara in africa has no existing government.

Maybe you can claim it and establish a decentralized government hierarchy.

Or do what other coiners attempted by establishing inside international waters.

But what would be the motive and point of this?

It would probably wind up being like every other government within a few decades.

Western Sahara is ruled by rich Arab groups, who often fight Morocco's taking control of it all. These rich jokers are each a nation, even though they are not recognized as such by world cartographers, because borders of each group continually change. I'd stay out of that area of the world until my group was strong.

The only 'good' places are places that have harsh climates, or places that are out in the ocean with land not down very far under the surface. A lot of work might be involved. There are a few nations that have formed themselves on abandoned oil rigs. But if the nearby country doesn't like your being there, you might have to fight them physically.

Wherever you go, it will be a job. The best is to set up an appropriate PMA to test the waters, so to speak, right in America. You might try SEASTEADING. Check out ELWAR in the forum.
