No, Chess is exclusively not related to poker, no single form of luck exists in chess, unless a blunder. In Poker whoever doesn't understand the game wouldn't win against a skilled player, but with a couple good hands like a straight flush, they have a chance of winning against a skilled player, unless proven otherwise. Like I said earlier, chess is strictly on rating, luck won't help anybody in 1500 Elo win against a player in 2200 Elo in a blitz game, a low rated player can only stand a chance in a slow game. That is why it'll not be a nice way for gambling.
