I would never want to see the British rule in India or a continuation of the same. Yes dirt is there everywhere in this world, but we have to make sure our choices are proper and we are doing our part in keeping it clean. How others will make things cleaner is their choice but if someone starts going good others will try to become like them too.
These things we have to follow in daily lives and then the environment will become better, no point getting angry on others, spend your energy on more fruitful work.
Strict rules is not always the solution, it should come from our side and it may take a few generations to see any noticeable change but I don't see any sign that we are moving towards it. For example in Japan school kids got a certain session that they need to clean their classroom and it's their regular routine irrespective of how elite the school is but imagine such practice in India?
Actually, in both primary and secondary schools we had to clean school compound and classrooms. But, tell you what we would clean there, and throw the trash collected outside

— I mean precisely this is the problem, keep the place clean but not care about rest.
People keep their houses clean, roads are littered.
