If the latter be the case here, then I honestly do not find it ideal, it makes no sense to for an agency appointed to regulate gambling activities In country to be gambling themselves, it simply means that they aren't going to be efficient and effective in carrying out their official duties and that could spell doom for the gambling community in that country..
My personal thought though.
The later is not the case. The OP is directly referring to those sectors over reliant on these gambling industries in fetching them plenty of revenues but haven’t done the right thing to regulate them in order to reduce the risk accompanied with those that are addicted to gambling. He means they look more focus in the money and not the people that engage in those acts and patronize them, they don’t care to look into their mental health being whether this casinos are allowing over gambling in their sites or even them building more rehabilitation centers to help curb the rise in already addicted gamblers. There should be limitations in everything but in this case, the regulatory bodies don’t show that concern to enact that.
