It is not contradictory. The fee are for only buying ads, bit Bybit gave conditions for it if it is third-party.
I didn't know they charged fees for a while and stopped because of Binance. I guess we need another global exchange to come up with "no fees" to bring back the competition.
There other exchanges with zero fee like MEXC and Gate. There are still many other exchanges that are well know that have zero fee.
