A flag does not arise from a newbie like me making a scam accusation. It arises from multiple trusted users on the forum also supporting the flag after viewing the relevant evidence. In general, you are correct about this as if one or two scam accusations arise from the newbies, it can be that they have been at fault and they are raising false accusations but that also doesn't mean that they are wrong.

For example, it can happen that a casino that is quite trustworthy but still a person (gambler) faces a genuine issue and therefore he or she raises a concern. In most cases, the casino will either provide the exact reason why they can't facilitate the accuser, or they may resolve the case after getting the necessary details in favour of the accuser.
