Russia isn't on the first list that dkbit98 shared. But it is on the second list I quoted that contains countries where the Dolphin Card may not be used with merchants. Maybe the company hasn't sent cards for testing to applicants from both lists if they already know it's not going to work or that it will only work partially. It's also possible that they picked a different tester from Russia and not you.
