Reminds me of a commodity economy where revenues can be lopsided and the government inefficient in the ease by which they obtain this income vs normal business which requires far more finesse in managing the economy.
I'd have to agree its vital to balance the 'easy money' vs healthcare or long term health of the nation you are taxing. Norway is the only perhaps perfect country I can think of for amazing discipline in retaining the money they obtain from fossil fuels, I do relate the two because it cant be presumed to last forever and there is some question of the long term costs to business to attend to.
