Who knows, assuming the government implements this kind of method and put it on their regulations requirement, would the casino dare to not comply? If the government does not care then casino won't do it because it will drain resources from their end, but this as I said, does not undermine how this method can help with combating gambling problems.

If casinos (all legal casino) require us to undergo KYC and link it to our address, then we have to comply; if we don't like we can avoid the casino, and that will help solve the problem and help in preventing gambling problem since people will choose not to gamble because of the requirement.

This had been an issue ever since KYC is implemented so this is not something new that sprouted because of the method suggested. So, whether Blockchain + KYC is implemented or not, this problem is already present. The answer to the question lies in the government's action against these crimes.
