You don't need reason if you are transferring your bitcoin to a non custodial wallet. So you have your privacy and no third party and that is the beauty of cryptocurrency, banks are not involved unlike fiat. If you are to move such amount using fiat then government will monitor it source and destination.

You are right, moving your bitcoin to another wallet remains your own decisions, is at your own discretion to move any volume of bitcoin without seeking for anybody's permission. You are in charge of your own bitcoin and you can make transaction any day any time. Unlike banks , where your transactions are limited and controlled by them and your account is being monitored. Thank God for Satoshi Nakamoto and the technology behind bitcoin transaction.
