This argument is bullshit written by someone who does not understand anything. The solution to this is very simple. If you can get some tainted coins just do a dust attack on everyone, all the major exchanges and known legitimate addresses.

It is not a big deal then, in the EU they already require you to submit information relating to addresses. You can input any bogus information though. A useless system that does nothing.
