You made a very valid point with this your comment, the internet has changed everything for real, it's now very very easier to access site that wey once banned or limited, most especially gambling sites. Let's use an example of counties where gambling is not approved at all, where it seen as an illegal act, people still find other means to access it, through the means of VPN and the rest. The real challenge like you mentioned out, is that as government bans gambling officially they don't put strong and strict law's to follow it up  to ensure that it properly out of access to any citizen. This actually creates lot of seen in a give state, whereby something is illegal still yet, it's still accessable by the citizen, most people will look at it like this just an unserious government.
But indeed, if the government's goal is to profit from casinos, such as through taxes, then what they do is quite reasonable. Even though gambling is prohibited, they do not give strict warnings to their people just because they want to gain their own profit. Saying this is wrong is certainly wrong, but it is also called the government. In my country, of the many governments that are on duty, most of them do not carry out their duties properly because they are selfish and want to gain their own profit. So if they completely block all access to gambling, they will suffer losses, so they only give light warnings.
